This controls the Wastegate Duty Cycle while the turbo is spooling up to it's target PSI. This map allows you to increase or decrease the wastegate duty cycles depending on how far off the current boost pressure is relative to the target boost pressure at the given RPM and Throtle %.
Tuning tips
Adjust the ends of the data columns farther from zero if you're turbo is not spooling up fast enough. Similiarly, adjust the ends towards zero if you're getting a lot of boost spiking.
